You are almost certainly in scope

Deposit money banks are the archetypal public interest entity: you hold the public’s savings, your failure would affect a group far wider than your shareholders, and you are already subject to the most intensive reporting and supervisory regime in the Nigerian economy.

That means the FRC sustainability framework reaches you whether or not your shares are listed, and it means the assurance expectations attached to it will be at the stronger end. If you are also listed, the SEC requirement reaches you earlier.

The practical reading: assume you are in scope, assume assurance, and plan against the reporting year rather than the filing date.

The operational footprint of a Nigerian bank

Smaller than the loan book and considerably more measurable. This is the part you can finish in a first cycle.

  • Branch network electricityGrid consumption across every branch, cash centre and office. The volume of meters is the challenge rather than the complexity — this is a distributed collection problem, not a measurement one.
  • Branch and ATM generationDiesel for branch generators, and for the ATM estate where it is separately fuelled. For most Nigerian banks this exceeds grid electricity in emissions terms and it sits in Scope 1.
  • Data centre and disaster recoveryTypically the largest single-site load, often with substantial backup generation and sometimes colocated — in which case you need an allocation basis from the provider.
  • Vehicle fleetCash-in-transit, executive and pool vehicles. Fuel card data is usually the cleanest source you have.
  • Business travelEasy to collect from your travel management provider, rarely material, and worth including because its absence is noticed.

The branch estate is a collection problem, not a technical one

How it fits with what you already report

You are not starting from zero on sustainability. The Nigerian Sustainable Banking Principles have required environmental and social risk management in lending for some years, and most banks have an E&S function, a policy framework and some form of annual sustainability reporting.

That infrastructure is genuinely useful — particularly the governance and the E&S screening in credit — but it is not the same as an ISSB-based disclosure. The new requirement is more prescriptive about the basis of preparation, requires quantified emissions across all three scopes, and expects sustainability information to connect to the financial statements.

Expect to extend rather than replace. The E&S data you already gather on borrowers is, notably, the beginning of a financed emissions dataset.

Sequencing a first cycle

  1. Governance and boundaryWhich board committee holds it, which legal entities are in scope, and whether the boundary matches the financial reporting boundary.
  2. Roll out branch collectionAssign a reading and a fuel figure to each branch manager, monthly. Get this running before anything else, because it is the item with a twelve-month lead time.
  3. Complete Scope 1 and 2Branches, data centre, fleet. A complete operational footprint is an achievable and defensible first disclosure.
  4. Screen the portfolioIdentify where financed emissions concentrate, so year two is a measurement exercise rather than a scoping one.

Questions

Our subsidiaries report separately. How does consolidation work?

Your reporting boundary should follow your consolidation approach, and you should state which you have used. Subsidiaries inside the boundary contribute their operational emissions; entities you hold as investments rather than consolidate fall into financed emissions instead. Getting this wrong double counts or under counts, so settle it before you collect.

Do our branches need training?

Minimally. A branch manager’s view should be one screen with a meter reading, a fuel figure and a place to attach the bill. If it takes longer than the email they currently receive, adoption fails — that is a design constraint, not an aspiration.

What about outsourced ATM and generator maintenance?

Fuel purchased by a contractor for equipment you control is still your Scope 1. Your contract should give you the consumption data; if it does not, add it at renewal. This is a common and easily-fixed gap.

File with confidence, before the deadline files you.

Companies that start now collect a full clean year before they ever have to file. Companies that start late reconstruct one — and that is the expensive part.

Check your deadline

Four questions, and you get the year you first file, the framework, and what to collect first.
